UN Security Council action on Palestinian statehood blocked

UN, 30 December 2014 – Falling short of the required number of positive votes and faced with a veto from one of its permanent members, the United Nations Security Council today failed to adopt a draft resolution that would have affirmed the “urgent need” to reach within 12 months a peaceful solution to the situation in the Middle East and would have paved the way to a Palestinian state with East Jerusalem as its capital.

The draft also outlined several parameters for the proposed solution – with a one-year deadline for negotiations with Israel and a “full and phased withdrawal of Israeli forces” from the West Bank by the end of 2017 – and would have looked forward to welcoming Palestine as a full UN Member State within the 12-month timeframe, urging both parties to build trust and negotiate in good faith.
Eight of the Council's 15 members voted in favour, one fewer than the nine members needed to pass a resolution in the absence of a veto by any of the Council's five permanent members – China, France, Russia, the United Kingdom or the United States.
While the resolution failed to receive the required majority among members, the United States also opposed the text, a move that would have seen the draft fail to pass.
Following the vote, Samantha Power, Permanent Representative of the US to the UN, stressed her country’s support for new ways to constructively support both parties in achieving a negotiated settlement.
“This resolution is not one of those constructive steps,” she said, adding that the draft set the stage for “more division, not compromise.”
The vote set-up a “staged confrontation” that did not contribute to a peaceful resolution of the Palestinian question, especially as the text was “deeply imbalanced”, establishing “unconstructive deadlines.” Five Council members abstained from the vote, including the United Kingdom, whose representative, Mark Lyall Grant, said he supported much of the draft’s content but was disappointed by the lack of negotiation and had therefore abstained.
“The Security Council has once again failed to uphold its Charter duties,” said Riyad Mansour, Permanent Observer for the State of Palestine, who said the draft was tabled in the face of a political impasse caused by “Israeli intransigence.”
Israel’s representative said the opposite was true, with the Palestinians having “every chance to negotiate.” Having refused to engage, they had now tabled their “preposterous unilateral proposal,” and he warned his Palestinian counterpart that he could not “agitate and provoke” his way to a State.
The representative of France voted in favour, calling on the Council to be a positive actor, “not a theatre,” and noting his support for a “clear timetable” on peace negotiations. The other remaining permanent members also voted in favour of the draft, with Russia’s representative, Vitaly Churkin, regretting the Council’s failure to adopt, and China’s representative, also stating his deep regret.
María Cristina Perceval, the representative of Argentina, said explanation of her affirmative vote was “unnecessary” and lamented the Council’s failure to adopt the text, while Chad’s representative, Mahamat Zene Cherif, current Council President, said the draft was “balanced and moderate” adding that the Council had “once more missed a date with history”, sending a negative message that encouraged continuation of occupation, injustice and oppression. The Council, he said, had missed an opportunity give the Palestinians “a ray of hope” after direct talks yielded almost nothing.

Arab League to push UN on Palestinian state. (Draft resolution to the Security Council setting a timeframe for creation of Palestinian state)

The Arab League has agreed to present to the UN Security Council a draft resolution that will set a timeframe for the creation of a Palestinian state.

"We can no longer wait. We can no longer live with the status quo. Israel wants us to be an authority without authority," Palestinian leader Mahmoud Abbas said. "I understand the consequences of the UNSC move, but the most dangerous situation we can be in is remain in the status quo."
Al Jazeera's Nisreen El-Shamayleh, reporting from Ramallah in the occupied West Bank, said that Palestinians expected to face a veto from the United States - Israel's biggest ally - at the UN.
  • "If the US decides to take punitive measures against the Palestinian Authority - maybe cutting off the much-needed aid - it will not be able to survive on its own and will need support from the Arab states. And the issue must have been discussed at the meeting today."
The foreign ministers of the League set up a committee on Saturday comprising Kuwait, Mauritania, Jordan and Arab League chief Nabil al-Araby to begin seeking international backing for the resolution, they said in their closing statement.

The statement did not specify when the resolution would be presented, but diplomatic sources have said Jordan, an Arab member in the Security Council, will present the draft within the next few days.

The move came after the Palestinians drafted a UNSC resolution calling for an end to Israeli occupation by November 2016, which they shared informally with Arab states and some council members, UN diplomats said on Wednesday.

The text has not been formally circulated to the full 15-nation Security Council, a move that can only be done by a council member, said the diplomats, speaking on condition of anonymity.

It calls for "the full withdrawal of Israel ... from all of the Palestinian territory occupied since 1967, including East Jerusalem, as rapidly as possible and to be fully completed within a specified timeframe, not to exceed November 2016," diplomats said.

United Nations Security Council action on Crimea referendum blocked


UN, 15 March 2014 – Owing to the negative vote of one of its permanent members, the United Nations Security Council today failed to adopt a draft resolution which urged countries not to recognize the results of this weekend's referendum in Crimea.
Thirteen of the Council's 15 members voted in favour of the draft text, Russia voted against, and China abstained. A veto by any of the Council's five permanent members – China, France, Russia, the United Kingdom and the United States – means a resolution cannot be adopted.

  • The resolution would have reaffirmed Ukraine's “sovereignty, independence, unity and territorial integrity” and declared that Sunday's referendum which could lead to Crimea's break with Ukraine and union with Russia, “can have no validity”.
Speaking ahead of the vote, Russian Permanent Representative to the UN, Vitaly Churkin, said it was “no secret” that Russia was planning to vote against the draft. He added that Moscow would respect the decision of the Crimeans but could not accept the basic assumption of the draft resolution which aimed “to declare illegal the planned March 16 referendum where residents of the Republic of Crimea should decide on their future”.
  • Liu Jieyi, Permanent Representative of China to the UN, said after the vote that Beijing sought a “balanced” solution to the conflict within a framework of law and order. He called for the creation of a coordination group, a support package for Ukraine, and also called on countries to refrain from action which could further escalate the conflict.
Deep disappointment and incredulity was expressed by several Council members, who noted that this was the seventh time the body was convening to discuss the situation in Ukraine.
United States Permanent Representative Samantha Power, whose country sponsored the resolution, said the text was aimed at finding a principled and peaceful solution, and upheld UN principles on the sovereignty of its Member States.
Russia has the power to veto a Security Council resolution, "but it does not have the power to veto the truth," she said.
United Kingdom's Mark Lyall Grant said the result of today's vote highlighted Russia's isolation over Crimea within the Council and from the international community.
Meanwhile, Gérard Araud of France quipped that Russia “vetoed the UN Charter” with its “no” vote.
  • Secretary-General Ban Ki-moon has said that “emotions have been hardened” over the forthcoming referendum.
  • Addressing journalists Friday at the UN Headquarters in New York, Mr. Ban cautioned against “hasty measures and decisions which may impact the sovereignty, unity and territorial integrity of Ukraine” and stressed that any actions should be in accordance with provisions of the UN Charter.
UN officials, including Mr. Ban, have been appealing to all parties to calm the situation and to engage in direct and constructive dialogue to forge a peaceful way forward in Ukraine, which has been witnessing unrest for several months.
Tensions heightened last week as lawmakers in Crimea, where additional Russian troops and armoured vehicles have recently been deployed, voted to join Russia and to hold a referendum on 16 March to validate the decision.

Human rights are selectively used weapon of the West

The ongoing UN Human Rights Commission meeting in Geneva has focused on two issues.
The situation in Ukraine and the U.S. sponsored resolution on Sri Lanka. Paradoxically, the two issues, which seem to have nothing common, excellently emphasize the fact that in the contemporary world, human rights have been turned into a powerful political weapon which is being selectively used. The notorious double-standards appear brighter in this area than any other sphere. Here is an opinion from expert at the Russian Institute of Strategic Studies Boris Volkhonsky.


“Curiously, purely superficial similarity could be seen in relations between the central governments in Ukraine and Sri Lanka and their regions (Crimea and the north and eastern provinces consecutively). The majority of population in Crimea and the north and eastern provinces in Sri Lanka consists of ethnic minorities who strive for at least autonomy and self-dependence within the framework of the multinational state. In fact, in both cases, ethnic minorities on these territories feel cultural and historical similarity with the large ethnic groups living in the neighboring countries. (Russia in case of Crimea and Tamil Nadu in case of the north and east provinces of Sri Lanka,” Volkhonsky said.

Although there is an apparent superficial similarity in the two situations, it is incomprehensible why the approaches of the international community, especially the West, towards them are in a marked contrast. The “Tamil Tigers” who waged an armed struggle for over 25 years against the Sri Lankan government enjoyed if not direct support of the West, at least the sympathy of the public opinion. At present, the U.S. is creating a front that consists of its allies and trying to pass a resolution that demands an international investigation into crimes allegedly committed by the Sri Lankan Army during the final phase of the humanitarian operation at the UNHRC meeting in Geneva. As soon as the residents of Crimea demanded wider autonomy, they were described as separatists. Some hotheads even demanded for expelling Russian from the UN Human Rights Committee for its support for the residents of Crimea.

“One of the possible explanations for the use of double-standards by the West lies on the surface,” says Volkhonsky. “This principle was formulated by Franklin Roosevelt concerning South American dictator Somoza. “Somoza may be a son of a bitch, but he’s our son of bitch.” In the eyes of the West, the present anti-Russian regime in Ukraine is undoubtedly sons of bitch, but they are their sons of bitch. The main thing is that they are a strong lever for putting pressure on Russia. While, all those who oppose them should be considered as the enemies of democracy or separatists,” Volkhonsky said.

On the other hand, in the past years, Sri Lanka has been in the orbit of Chinese politics and has become an important foothold of China in the Indian Ocean. This means that Sri Lankans are “not our sons of bitch”. Consequently, Sri Lanka must be exemplarily punished.

However, there is another weighty explanation that forces us to glance at the situation in a different way. Although there is a superficial similarity in the situations in Ukraine and Sri Lanka, there are significant differences, says the Russian expert.

“Firstly, Sri Lanka has faced various situations since the independence, but it has never violated democratic principles despite of the civil war. The regime change has always occurred within the framework of the constitution, after holding general elections. Ukraine is a different story. Every time, the democratically elected President has been ousted under the pressure of street crowds, armed people who do not recognize democratic principles, simply Nazis,” Volkhonsky said.

Those who fight for self-independence differ in a similar way. The residents of Crimea use exclusively peaceful methods so that their voice is heard. But the “Liberation Tigers of Tamil Eelam” was stick to an armed struggle and terror from the very beginning and was the most notorious terrorist organization.

It seems that in any situation, the West is ready to defend extremists and bandits regardless in which side they are. The only demand is that they should be their sons of bitch.

VENIZELOS: In the name of the Hellenic Presidency, I want to express warm thanks to Commissioner Sefcovic and all the member states who took the floor to welcome and support the Hellenic Presidency’s priorities. I also want to express thanks for the warm welcome of the practical results presented by the Hellenic Presidency after five weeks of exercising its duties.

I also want to thank the Council and the Commission for the solidarity they showed in the natural disaster that, unfortunately, is continuing to unfold with the ongoing earthquakes in Kefalonia. It is very important to the Hellenic Presidency, as well as to the Greek government, that the community mechanisms be mobilized – particularly the Solidarity Fund. And the same holds true, naturally, for the very serious natural disaster in Slovenia and on the border between Slovenia and Croatia.

Finally, allow me to clarify – speaking not as the Presidency of the Council, but as the Greek Foreign Minister – that on the issue of genetically modified organisms, and in this case, maize, the Greek position is absolutely opposed to granting permission and, even further, absolutely opposed to the potential for the cultivation of genetically modified organisms.

EU allows cultivation of new US genetically modified corn

BRUSSELS: EU ministers allowed the controversial cultivation of a new genetically modified crop, US firm Pioneer's TC1507 corn, after opponents failed on Tuesday to muster enough support against the move.
A meeting of European Affairs ministers could not establish a majority either way, Greek chairman Evangelos Venizelos said.
Accordingly, TC1507 was allowed through, after Venizelos asked for legal advice.
The rules require that "if the Council (of member states) does not take a decision, then the measure has to be adopted by the European Commission", a legal adviser said.

The Commission, the EU's executive arm, was on the spot after a European Court ruled late last year that the company's 2001 request for approval had to be dealt with without further delay.
Cultivation of Genetically Modified Organisms stokes widespread suspicion in the 28-nation EU on health and environmental grounds.
GM crops, however, have won repeated safety approvals and several ministers noted on Tuesday that they are imported into the EU in large amounts, and having been fed to animals, had by now entered the human food chain.
The General Affairs Council of ministers had to decide the issue on Tuesday under what is known as "qualified majority voting".
  • This complex system weighs member states according to their size to ensure that it is a majority of the EU's 500 million population which decides an issue, not the simple number of countries for or against.
  • In this instance, some 19 member states opposed, mustering 210 votes out of a required 260 to block the measure.
Britain, Finland, Estonia, Spain and Sweden were in favour but abstentions proved crucial.
  • Germany, the EU's most powerful and biggest country with 19 votes, changed its position to abstain from against, thereby taking itself out of the balance.
  • Also abstaining were Belgium, Portugal and the Czech Republic with 12 votes each.
France and Hungary led the opposition and the arguments, saying ministers would not be able to easily explain the outcome to the public.

Food safety: MEPs oppose authorising new genetically modified maize

The genetically modified maize “Pioneer 1507” should not be placed on the market for cultivation, because its insect-resistant pollen might harm non-target butterflies and moths, says the European Parliament in a resolution passed on Thursday. MEPs call on the EU Council of Ministers to reject its proposed authorisation, and urge the European Commission not to propose or renew authorisations of any GMO variety until risk assessment methods have been improved.


MEPs oppose the placing on the EU market of this genetically modified maize on the grounds that this would exceed the Commission’s implementing powers as laid down in EU rules on the deliberate release into the environment of GMOs. In particular, they note that the Commission proposal fails to specify any “conditions for protection of particular ecosystems/environments and/or geographical areas", as required by the legislation.

The resolution was passed by 385 votes to 201 with 30 abstentions.

Adverse effects

In its February 2012 opinion, European Food Safety Authority (EFSA) explicitly did not agree with the conclusion cited by Pioneer that there is negligible risk of maize line 1507 to non-target Lepidoptera in the EU, and pointed out that they may be at risk when exposed to its pollen.

Parliament also notes that maize 1507 is resistant to the herbicide glufosinate, and is marketed as such in the United States and Canada. However, the EU classifies glufosinate as toxic to reproduction and will not authorise its use after 2017, it points out.

Background

The last genetically modified crop to be authorised for cultivation in the EU was the Amflora potato, in 2010, but it was withdrawn from the EU market in December 2013, by order of the EU General Court (part of the Court of Justice). The only other GM crop authorised for cultivation in the EU is Monsanto’s MON 810 maize, but the renewal of its authorisation has been pending for years.

Cyprus an example of ills caused by non-enforcement of U.N. decisions: president Nicos Anastasiades (VIDEO ONU)

UNITED NATIONS, Sept. 26 (Xinhua) -- The "unacceptable" situation that Cyprus finds itself in -- still divided after 40 years of numerous U.N. Security Council resolutions that call for its reunification -- is an example of the harm that can result from the non-enforcement of United Nations decisions, the president of the island nation told the U.N. General Assembly here Thursday.

"Should decisions or resolutions based on international law or condemning violations of human rights not be implemented or enforced ....regional differences and conflicts can indefinitely be prolonged, serving the petty interests and expedience of their perpetrators," President Nicos Anastasiades of Cyprus said in his speech at the high-level debate of the General Assembly, in its third day on Thursday and set to wrap up on Oct. 1.

The United Nations has been facilitating talks between the Greek Cypriot and the Turkish Cypriot leadership, with a view to the eventual establishment of a federal government with a single international personality, consisting of a Turkish Cypriot Constituent State and a Greek Cypriot Constituent State, each of equal status.

The U.N. has maintained a peacekeeping force on the island (UNFICYP) since 1964, when inter-communal fighting erupted.
On the sidelines of the Assembly on Monday, U.N. Secretary-General Ban Ki-moon and President Anastasiades met to discuss talks on preparations for the resumption of negotiations aimed at achieving a comprehensive settlement.
"A comprehensive settlement is not only desirable, but should not be further delayed," Anastasiades said in his Thursday remarks, calling on Turkey and his Turkish Cypriot compatriots to "become partners in the effort for the reunification of a peaceful, secure and prosperous homeland."

Welcoming the positive response of Turkey to his proposals on meetings, he expressed hope that the response will be followed up through "practical and substantial steps and the adoption of a constructive attitude, guided by good faith."

  • President Anastasiades is one of scores of leaders to speak at the annual General Assembly session at which more than 130 heads of state and government and other high-level officials will present their views and comments on issues of individual national and international relevance.

Λευκωσία: Διαφορετικές απόψεις διατυπώνουν τα κόμματα σε σχέση με την ομιλία του Προέδρου της Δημοκρατίας, Νίκου Αναστασιάδη στη Γενική Συνέλευση των Ηνωμένων Εθνών.

Ο Εκπρόσωπος Τύπου του ΔΗΣΥ, Πρόδρομος Προδρόμου δήλωσε ότι η ομιλία του Προέδρου, αλλά και η γενικότερη παρουσία του στη Νέα Υόρκη έδωσαν το στίγμα της αναβαθμισμένης παρουσίας της Κύπρου στην περιοχή.

Με βάση τα νέα δεδομένα που δημιουργούνται, πρόσθεσε, θα πρέπει το Εθνικό Συμβούλιο να χαράξει νέα στρατηγική.

Το ΑΚΕΛ εκτιμά ότι θα μπορούσαν να λεχθούν περισσότερα για τις ευθύνες της Τουρκίας στην ομιλία του Προέδρου της Δημοκρατίας.

Ο Εκπρόσωπος Τύπου του ΑΚΕΛ, Γιώργος Λουκαϊδης σημείωσε ωστόσο ότι αυτό που έχει σημασία από δω και μπρος είναι να γίνουν οι σωστές κινήσεις λόγω της κινητικότητας που υπάρχει.

Ο Πρόεδρος του ΔΗΚΟ, Μάριος Καρογιάν δήλωσε ότι μπορεί η ομιλία του προέδρου Αναστασιάδη να μην ήταν καταγγελτική, ωστόσο, είπε, έδωσε το σωστό στίγμα και τα σωστά μηνύματα.

Ο Εκπρόσωπος Τύπου της ΕΔΕΚ, Δημήτρης Παπαδάκης δήλωσε ότι η ομιλία του προέδρου Αναστασιάδη κινήθηκε στα ρηχά και απουσίαζε ο καταγγελτικός λόγος.

Ο Αναπληρωτής Πρόεδρος του ΕΥΡΩΚΟ, Μιχάλης Γιωργάλλας τόνισε ότι η πλευρά μας δεν έχει περιθώρια λάθους, ούτε την πολυτέλεια άλλης αποτυχίας.

Είπε ότι θα πρέπει να συνεχιστούν οι κινήσεις που φανερώνουν την καλή θέληση της πλευράς μας, χωρίς όμως να απαλλαγεί η Τουρκία από τις κατοχικές της ευθύνες.

Κάθε άλλο παρά ικανοποιητικές χαρακτήρισε τις εξελίξεις ο Γενικός Γραμματέας των Οικολόγων, Γιώργος Περδίκης και διερωτήθηκε γιατί κάποιοι χαριεντίζονται κατά την έκφρασή του.

Ανησυχητικές χαρακτήρισε τις εξελίξεις ο Πρόεδρος της Συμμαχίας Πολιτών, Γιώργος Λιλλήκας και προειδοποίησε ότι θα ακολουθήσουν κι άλλες υποχωρήσεις από την πλευρά μας.

Armenian Genocide Truth and Justice Act Introduced in U.S. House

WASHINGTON, DC –
As Turkey’s Prime Minister Recep Erdogan continues his official U.S. state visit, a bipartisan group of U.S. Representatives introduced the Armenian Genocide Truth and Justice Act, a new measure calling upon the President to build upon the U.S. record of having recognized the Armenian Genocide by working toward improved Armenian-Turkish relations based upon the Republic of Turkey’s full acknowledgement of the facts and ongoing consequences of the Armenian Genocide, and a fair, just, and comprehensive international resolution of this crime, reported the Armenian National Committee of America (ANCA).

“We welcome today’s introduction of the Armenian Genocide Truth and Justice Act,” said Aram Hamparian, Executive Director of the ANCA. “This innovative bipartisan initiative, building upon the U.S. record of having recognized the Armenian Genocide, calls for a new U.S. approach to Armenian-Turkish ties that reflects our America values and recognizes that our national interests require an end to Turkey’s denials and a truthful, just, and comprehensive international resolution of this crime.”



The Armenian Genocide Truth and Justice Act, introduced by Representatives Michael Grimm (R-NY), Adam Schiff (D-CA), David Valadao (R-CA) and Frank Pallone (D-NJ), reflects and reinforces previous U.S. affirmation of the Armenian Genocide as a crime of genocide, citing the U.S. Government’s May 28, 1951 written statement to the International Court of Justice regarding the Convention on the Prevention and Punishment of the Crime of Genocide, President Ronald Reagan’s April 22, 1981 Proclamation and Congressional adoption of Armenian Genocide legislation in 1975 and 1984.

“Almost a century ago, over a million Armenian men, women, and innocent children were mercilessly put to death by forces of the Ottoman Empire in a horrifying attempt to wipe them from the face of the earth,” said Rep. Grimm. “The U.S. has tirelessly defended justice and human rights throughout the world, and we have a solemn duty to recognize, once and for all, the injustices of the Armenian Genocide. On behalf of the Armenian community in New York City, I am proud to join with my colleagues on both sides of the aisle in introducing Armenian Genocide Truth and Justice Act.”

“The facts of history are well-settled – 1.5 million Armenian men, women and children were deliberately murdered in the first genocide of the 20th Century,” Rep. Schiff said. “With each passing day, we lose a few more of the dwindling number of survivors. We should all feel a powerful sense of urgency, and the profound call of moral duty to recognize the Armenian Genocide unequivocally and without delay.”

Congressman Valadao stated, “Many of those able to flee during the genocide immigrated to the United States and settled in California. Today, their families continue to grow, thrive, and instill their cultural heritage in their adopted communities. However, the sense of loss as a result of these horrific acts runs deep as many Armenian-Americans in my district personally know a friend or family member who was unable to escape the genocide. We must ensure that the United States government properly acknowledges what so many already know to be true.”

“The time for the U.S. to officially recognize the Armenian Genocide is long overdue,” said Congressman Frank Pallone, Co-Chair of the Congressional Caucus on Armenian Issues. “Armenia stands as a resilient ally of the United States and a nation dedicated to democracy and regional stability, and the Resolution introduced today shows that we will not stand idly by when the truth of this genocide is distorted by the Turkish government.”

Nordkorea testet eine Langstreckenrakete. Die Sanktionen folgen prompt. Nun kündigt Pjöngjang verklausuliert einen Atomtest an - und der Westen reagiert erneut: Eine Militärübung wird angesetzt.
Vor dem Hintergrund der jüngsten Atomtestdrohung Nordkoreas starten die USA und Südkorea am Montag ein gemeinsames Marine-Manöver. Die auf drei Tage angesetzte Militärübung soll im Japanischen Meer nahe der südkoreanischen Hafenstadt Pohang beginnen. An der Übung ist nach Angaben aus Seoul auch ein Atom-U-Boot der USA beteiligt. 
Dem südkoreanischen Militär zufolge dient die Übung dazu, die gemeinsame Einsatzbereitschaft vor dem Hintergrund potenzieller Gefahren aus Pjöngjang zu testen. Nordkorea hatte jüngst einen erneuten Atomtest angekündigt. Das Land reagierte damit auf die im UN-Sicherheitsrat verhängten Sanktionen wegen des Tests einer Langstreckenrakete im Dezember.

South Korea’s Chosun Daily says the Democratic People’s Republic of Korea could hold its third nuclear test on Monday. South Korean president, Lee Myung-bak has ordered his government to be fully prepared.
According to the report, a South Korean government official says the DPRK’s preparations for the nuclear test are in their final stages.

Recent satellite photos show Pyongyang may have been sealing a tunnel into a mountainside, where the nuclear device could be detonated.


South Korea and the US are scheduled to hold a three-day joint anti-submarine exercise on Monday. Analysts say the drill is intended to serve as a strong warning to the DPRK, against holding a nuclear test.
