Τέσσερις άνδρες και μία γυναίκα συνελήφθησαν την Τρίτη στη Ρουέν και σε δύο άλλες πόλεις της Γαλλίας, στο πλαίσιο επιχείρησης της Αντιτρομοκρατικής Υπηρεσίας για την αποτροπή μιας ενδεχόμενης επίθεσης, έγινε γνωστό από πηγές προσκείμενες στην έρευνα.

ΟΟΣΑ: Αύξηση των μαϊμού προϊόντων

Σημαντική αύξηση παρουσιάζει το εμπόριο πλαστών και πειρατικών προϊόντων, καθώς σύμφωνα με τον ΟΟΣΑ αντιστοιχεί έως και στο 2,5% του παγκόσμιου εμπορίου, ή έως 461 δισ. δολάρια.

Rusia acuerda con Google filmar la naturaleza del Ártico

Las autoridades rusas y la compañía Google llegaron a un acuerdo para la realización de unas grabaciones en el Ártico ruso.

“Hemos acordado que probarán sus equipos en nuestros territorios árticos para filmar imágenes únicas”, dijo el ministro ruso de recursos Naturales, Serguéi Donskói.


Agregó que las grabaciones serán posteriormente publicadas en internet para que todos los turistas interesados en viajes ecológicos puedan acceder a ellas.

Además, Rusia colaborará con la revista National Geographic, a la que concederá diversos datos sobre los territorios árticos para su posterior publicación en las páginas de la publicación.

Bulgarian authorities see illegal attempts to destabilize banking system

Bulgarian authorities on Friday saw illegal attempts to destabilize country's banking system amid queues of people trying to withdraw their money from cash desks....

Bulgarian Interior Minister Tsvetlin Yovchev told reporters that there has been an attack through the Internet and text messages via mobile phones to massively disturb people.

"We have found malicious and deliberate attempts to destabilize the banking system, and an investigation has been carried out in this direction since yesterday," Yovchev said.


This is an extremely serious crime and people who engage in such activity will suffer severe punishment, he added.

Meanwhile, Ivan Iskrov, governor of the Bulgarian National Bank (BNB) said in a statement that Bulgarian banking system has a good performance and is functioning smoothly, but in the last days an attempt is made to destabilize the country through organized attack on Bulgarian banks without any reason.

"Such criminal acts are directly directed against the savings of every Bulgarian citizen and against financial stability as an essential element of national security," he said.

BNB explicitly states that it will use all its means and resources to ensure people's savings, Iskrov said.

In turn, Bulgarian President Rosen Plevneliev "strongly condemned sustained efforts to destabilize the banking system" and urged citizens "not to succumb to rumors and speculation."

"Bulgarian banking system is well capitalized and regulated and enjoys the trust of international markets," he said according to a press release sent by his press office.

US indicts China officials over cyber spying. -China refuted the accusation, saying they were "made up".

Five Chinese individuals charged for allegedly hacking into US companies to gain trade secrets....

The United States has indicted five Chinese military officials with cyber espionage charges for allegedly hacking into US companies to gain trade secrets, the Justice Department has said, publicly accusing China of cyber spying for the first time.
The department said on Monday that the hackers targeted US companies in the nuclear power, metals and solar products industries to steal information useful to competitors in China. The charges are the first-of-its-kind against state actors by the US.

  • China refuted the accusation, saying they were "made up," Reuters news agency reported. China's Foreign Ministry said that it had already protested against the indictment and urged the US to "immediately rectify mistake".
The ministry added that "so-called prosecution" would damage China-US relations and mutual trust, Reuters reported.

US Attorney-General Eric Holder said that the companies targeted are Alcoa World Alumina, Westinghouse Electric Company, Allegheny Technologies, US Steel Corporation, United Steelworkers Union, and SolarWorld.
"This is a tactic the US government categorically denounces," Holder said. "Our economic security and ability to compete in the global market place are directly linked to national security."

The hackers also targeted United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied-Industrial and Service Workers International Union (USW), officials said.
US officials have long been concerned about hacking from abroad, especially China. Classified US State Department cables obtained by WikiLeaks traced major systems breaches to China, Reuters news agency reported in 2011.

Such charges, however, are symbolic but the move would prevent the individuals indicted from travelling to the United States or other countries that have an extradition agreement with the United States.
Last September, President Barack Obama discussed cybersecurity issues on the sidelines of a summit in St. Petersburg, Russia, with Chinese President Xi Jinping.

Protection of minors in the digital age

Protection of minors internet
In an era of rapid technological change digital media convergence, a major question is whether the existing legislation is sufficient to deal with challenges related to the protection of minors.
The internet and all online platforms are interactive environments rather than passive media as television is. As such, they raise, in a prompt and urgent manner, issues of accessibility to content or types of content that may harm the physical, moral and spiritual development of minors, issues related to specific types of crimes through computers that can be connected with audio-visual content etc.

Many specialists support the need to adapt the regulatory framework to address the multiplicity of issues related to the protection of minors in a converging media environment: eg, advertising for fatty foods, alcoholic beverages or gambling, or even web advertising on the media that is inappropriate for minors. For example, 2 out of 10 children in Greece, aged 14-16, engage in gambling in the 'real world' , which makes children a target group for companies that advertise gambling on the internet.

Even though the devices and platforms used to access content contain, increasingly, parental control tools, the spread of these tools seems to be limited so far. Parents are not so well informed on the internet, as minors are.

Many parents do not know of parental control tools; still more cannot turn them on or adapt them to the needs of their family, either because they find their installation complicated or because they have no time. Often the older children of the family are more technically-minded than their parents and can disable the parental control filters. In addition, software programmes allow parents to block access to certain websites, but they are less effective when filtering social networking sites. At the same time, there are problems related to filtering web content which can be accessed from mobile phones or game consoles, when many children in Europe use this mode of connectivity with the Internet. Finally, there are still multiple problems concerning the application and compatibility of parental control tools.
There is growing concern about the functioning of effective parental control tools, the implementation of appropriate measures to effectively verify the age of users of online audiovisual content, the use of special labeling on Internet content that will help minors navigate safely to sites appropriate for their age, the opportunity to submit comments or complaints about illegal or harmful content, the strengthening of mechanisms handling complaints in order to ensure their effectiveness, etc.

At the same time,  there is a need to put forward actions to educate parents, teachers and children, so as not to treat digital media as a threat but as a tool for  information, education, communication and entertainment and use them in a positive way for the spiritual and moral development of minors.

Such issues will be addressed at the Conference “Protection of minors in the digital age”, which is organized, under the Greek Presidency, by the Secretariat General of Information / Communication - Secretariat General of Media, at Zappeion Megaron, on 14-15 April 2014.

Obama administration: ‘Cuban Twitter’ discreet, not covert

WASHINGTON D.C.: -The Obama administration denied on Thursday that a secretive program allegedly used to foment unrest and unseat the communist government in Cuba was covert.

The Associated Press revealed the existence of the U.S.-backed social media network, known as ZunZuneo – Cuban slang for a hummingbird’s chirp – in a report on Thursday. The program was run through shell companies and financed using a Cayman Islands bank account, according to the Associated Press’ (AP) investigation.

The program had as many as 40,000 subscribers at its height, none of which knew the U.S. created and funded it, said the AP.
“In implementing programs in non-permissive environments, of course the government has taken steps to be discreet. That's how you protect the practitioners and the public,” said Jay Carney, the White House Press Secretary while speaking to reporters on Thursday. “It was a development-assistance program.”

Zunzuneo was operated by the U.S. Agency for International Development (USAID), which is largely responsible for Washington’s humanitarian programs.
Parts of the program “were done discreetly” to protect those involved, said Rajiv Shah, USAID’s top official while speaking on American news network MSNBC.
The program was completed in 2012, according to Carney, who maintained that the U.S. Congress was notified of the program’s existence. It is currently unclear to what extent the U.S. Congress was kept in the loop, however.
"We were notified in the most oblique way, that nobody could understand it," said Senator Patrick Leahy, the chairman of the Senate Appropriations Subcommittee on State Department, Foreign Operations, and Related Programs, told the AP. He minced no words in sharing his thoughts on the program.

“Dumb, dumb, dumb” was how he described the program while speaking on MSNBC. Shah, the USAID chief, will testify before Leahy’s committee on Tuesday.
Still, Robert Menendez, a well-known critic of Cuba's government, lauded the program, saying to the AP,  "The whole purpose of our democracy programs, whether it be in Cuba or other parts of the world, is in part to create a free flow of information in closed societies."

UN human rights commissioner criticizes Turkey’s Internet law

The Office of the United Nations’ High Commissioner for Human Rights (OHCHR) has criticized Turkey for its controversial Internet law, saying it may lead to breaches of human rights.

A statement released by the OHCHR on Feb. 14 criticized the law, which was allowing Turkey’s telecommunications authority (TİB) to block websites without first seeking a court order. The law was adopted Feb. 6 by Parliament and is currently awaiting President Abdullah Gül’s approval. 



“We are concerned legislative amendments adopted by the Turkish Parliament last week regulating the use of the Internet may lead to breaches of human rights, in particular the right to freedom of expression and opinion, and the right to privacy,” the statement said.

Law 6518 will also require Internet service providers to store data on web users’ activities for two years and make it available to the authorities upon request without a judicial order, the statement recalled, adding that Internet service providers will face severe penalties if they fail to remove content deemed to be illegal.

“Even before the amendments, Law 5651, enacted in May 2007, placed broad restrictions on Internet use. Since the law came into force, approximately 37,000 websites have reportedly been denied operation by court orders and administrative blocking orders,” the statement said.

The OHCHR said the law was incompatible with Turkey’s international human rights obligations, in particular those related to freedom of expression and the right to privacy.

  • On Feb. 8, a group of people gathered in several Turkish cities, protesting the amendment’s passing in Parliament. The protests, especially in Istanbul’s Taksim Square, were met with harsh police crackdowns. 

  • The OHCHR called on Turkish authorities “to ensure the police force does not resort to excessive use of force and other human rights violations while performing their duties during demonstrations.” 
  • “Acts of sporadic violence or other punishable acts committed by some individuals in the context of peaceful protests should not be used by the authorities to deprive others of their right to freedom of peaceful assembly,” it said.

Revelan que EE.UU. espía a todos los mandatarios del mundo.

El exempleado de la Agencia de Seguridad Nacional (NSA) de Estados Unidos (EE.UU.), Wayne Madsen, aseguró en una entrevista ofrecida este sábado que las empresas que brindan servicios de Internet en ese país son presionados por la NSA para espiar a los mandatarios del mundo.

Ante la cadena de noticias PressTV, Madsen sostuvo que “todos los gobernantes de países del mundo que usan Internet o tecnología informática pueden estar seguros de que la Agencia Nacional de Seguridad escucha sus conversaciones”.

El exfuncionario afirmó que empresas como Google y Facebook, trabajan estrechamente con la NSA, y que cualquier otra que se negara a entregar la información solicitada, se convertía en objeto de amenaza de los funcionarios de esta agencia.


Las declaraciones de Madsen se realizaron tras conocerse que Google facilitaba información de los usuarios de Internet a los servicios de inteligencia estadounidense.

El espionaje de los servicios de inteligencia de EE.UU., fue revelado a través de unos documentos filtrados por Edward Snowden, otro exagente de la mencionada agencia de seguridad que hasta el momento se resguarda en Moscú (capital rusa) y se ha declarado un perseguido político del país norteamericano.

Argentina y Chile ganan la pelea por el dominio ".patagonia" en Internet. La marca de ropa estadounidense desistió de seguir adelante con un reclamo para usar esa denominación.

 Chile y Argentina lograron detener el pedido de una empresa textil estadounidense para quedarse con el dominio ".patagonia", en un reclamo ante la Corporación de Internet para la Asignación de Nombres y Números (ICANN), indicó una fuente del gobierno chileno."La empresa textil estadounidense Patagonia Inc., dedicada a la indumentaria deportiva, declinó el 10 de julio insistir en la obtención del dominio '.patagonia', solicitado el año pasado ante la ICANN", señaló un comunicado de la Dirección de Relaciones Económicas Internacionales (Direcon) de la cancillería chilena.

La compañía había solicitado al ICANN el dominio en internet '.patagonia', con el fin de proteger su propia marca, según la nota. Sin embargo, delegaciones de Chile y Argentina presentaron un reclamo, "aduciendo que el concepto, al ser un nombre geográfico que designa parte del territorio e identifica a un segmento importante de la ciudadanía, no debiera ser utilizado para esos efectos".

"La protección marcaría para determinados productos de ropa, que Chile en ningún caso ha cuestionado, no puede colisionar ni menos estar por sobre los intereses generales de una zona geográfica y su comunidad", dijo el director de la Direcon, Alvaro Jana. Según fuentes de la Direcon, la normativa en este ámbito aún no es muy clara y este caso "sienta precedente" para otras discusiones similares en otros países.

Existen casos pendientes de solución aún por su relación con regiones geográficos o términos sensibles como ".amazon" de Brasil, ".guangzhou" en China, ".date" (Japón), ".thai" (Tailandia), o ".vin" y ".wine" (Unión Europea), entre otros.
