Egypt dust storm forces Cairo, Alexandria airports to suspend landings

Egypt's two main airports have suspended landings due to a dust storm which forced two planes to make emergency landings in Cairo, the head of the state civil aviation company said on Tuesday.

Cairo Airport and Borg al-Arab Airport in Egypt's second city of Alexandria are only allowing departing flights, the head of the National Air Navigation Services Company, Captain Ehab Mohieldin, said.

Egypt's other airports were not affected by the storm, which severely limited visibility at altitudes below 150 metres (yards), Mohieldin said.

Among other disruptions, one plane was turned back to Jordan and one redirected to Hurghada airport on the Red Sea, he said.

Syria: Israeli jets bomb army facilities near Damascus airport. (no reports of casualties)

Syrian media reported on Sunday evening that Israeli jets had bombed targets near Damascus international airport and in the town of Dimas, north of Damascus and near the border with Lebanon.
There were no reports of casualties in the reports, but the general command of the Syrian army said in a statement that several facilities had been hit, both at the Damascus International Airport and in the area of Dimas.

According to the reports, the Israeli air force flew at least 10 sorties over the Dimas area and attacked several military targets. Residents of Damascus reported hearing loud explosions on the outskirts of the city

  • Israeli officials have neither confirmed nor denied the reports and it is unclear how reliable they are.
  • "This aggression proves Israel's direct involvement in supporting terror in Syria, along with other Arab and regional countries," the Syrian military command said..

"The Israeli attack was designed to lift the morale of the terror groups, primarily Jabhat al-Nusra and the Islamic State, after the blows they have received from the Syrian army."

  • Lebanese sources that the Israeli air force had been flying over southern Lebanon since Sunday morning. It was not specified whether the planes entered Syrian air space or fired from within Lebanese air space."
Prime Minister Benjamin Netanyahu cancelled a planned live video broadcast on Sunday evening due to "events in Jerusalem." The premier made do with a short, pre-recorded speech to the Brookings Institution’s Saban Forum, being held in Washington.

Earlier, during the weekly cabinet meeting, Netanyahu said that Israel "is following the Middle East and what is happening very closely, with wide open eyes and ears – and a lot is happening.

"We will continue to keep our fingers on the pulse and we will deal with these threats and these challenges, which never take time off. We will deal with them with the same responsibility that we have demonstrated until now."

China approves new railway in Tibet

China has approved construction of a railway linking Lhasa, capital of the Tibet Autonomous Region to Nyingchi in its east, local authorities said Friday.

According to the plan approved by the National Development and Reform Commission, the Lhasa to Nyingchi section of the Sichuan-Tibet railway runs 402 km from Nyingchi to Xierong, a stop on the Lhasa-Xigaze line.

The 32-km section from Xierong to Lhasa will be electrified.

The new Tibet line was one of three rail lines approved by the country's top economic planning body. The other two are from Ordos in the northern Inner Mongolia Autonomous Region to Ji'an in the eastern Jiangxi Province, and from Datong in the northern Shanxi Province to Zhangjiakou in neighboring Hebei Province. The total investment of the three is 250 billion yuan (40 billion US dollars).

The Tibet project will cost 36.6 billion yuan and take seven years to complete. Sate-owned China Railway Corporation will build and operate the line.

The designed speed for passenger trains will be 160 km per hour. The line will have a cargo capacity of 10 million tonnes per year.

"The Lhasa to Nyingchi railway section is conducive to improving the regional road network and transportation capacity to better integrate Tibet with other parts of China," said Yang Yulin, a Tibet railway official.

After completion, the Sichuan-Tibet railway will form a ring with the Qinghai-Tibet railway, which will bring more economic benefit, according to Wang Daiyuan with the Tibet Academy of Social Sciences.

Transport has long been a bottleneck for tourism in Tibet. More tourists will be able to visit Tibet via the Sichuan-Tibet railway, said Wang.

The Qinghai-Tibet railway began operations in 2006, introducing railway transportation into Tibet for the first time in history. The railway links Xining, capital of Qinghai Province, with Lhasa.

In August, a 251 km railway line linked Lhasa and Xigaze, the second city in the region.

Tourist arrivals in Tibet reached 12.9 million last year from 1.8 million in 2005. The region's gross domestic product reached 80 billion yuan in 2013, compared with 34 billion yuan in 2006.

Lines connecting Xigaze with Yadong, Jilung and Nyalam border ports are being planned.

Night flight operations in N. Philippine airport halted due to typhoon damage

Night flight operations in an international airport in northern Philippines have been suspended after its runway was partly damaged by tropical storm Fung-Wong (local name Mario), the state aviation agency said Monday.

The Civil Aviation Authority of the Philippines (CAAP) said that it has informed the airline operators that arrival and departure of their aircraft were temporarily halted from sunset to sunrise at the Laoag International Airport in Ilocos Norte province.

It cited the breakdown of the airport's runway edge light after the heavy rains spawned by Fung-Wong inundated the runway, grounding electrical connections.

"Airlines are only allowed to operate during day time from 6 a. m. to 6 p.m. until the grounded portion of runway are fixed," CAAP said.

Technical personnel were already deployed in the area to fix the problem, it added.

As of Monday, Fung-Wong has left 11 people dead, 12 injured and two missing.

Ukraine's troops retreat from vital airport. (NATO membership)

Ukraine's military has pulled its forces back from defending a vital airport in the east against what is decribed as a column of Russian tanks, as President Petro Poroshenko accused Moscow of "direct and open aggression".
The withdrawal from the civilian airport outside the city of Luhansk was the latest in a string of reverses for Ukrainian forces fighting pro-Russian separatists who Kiev says have the direct support of hundreds of Russian troops and armour.

An army statement on Monday said Ukrainian paratroopers were engaging a Russian tank battalion near the airport.

Later, Andriy Lysenko, a military spokesman, said: "In the Luhansk direction, Ukrainian forces have received an order and have pulled back from the airport."
Al Jazeera's Paul Brennan, speaking from Mariupol said, "the airport is strategically vital because it was being held by Ukrainian paratroopers and they could easily be supplied by the air."
"It has now fallen to what Ukraine says at least one or maybe four Russian tanks in yet another setback which illustrates changing fortunes in this battle.
"It seems that the inevitable victory now looks impossible for the Ukrainian army, the militia are making big gains which Ukraine says is because of support from Russian regular forces and armoured units."
Poroshenko, speaking at a military academy in Kiev, said Russia's direct involvement in Ukraine's war against the
separatists in eastern Ukraine had tipped the balance on the battlefield and was the main reason for recent setbacks.

"Direct and open aggression has been launched against Ukraine from a neighbouring state. This has changed the
situation in the zone of conflict in a radical way," he said.

Moscow denies helping the rebels, who have set up "people's republics" in the Russian-speaking east of Ukraine and say they want to be part of the "Russian world" rather than a country which seeks integration into mainstream Europe.
Ukraine's defence minister warned on Monday that a "great war" has broken out with Russia over his country's future that could claim tens of thousands of lives.
"A great war has arrived at our doorstep - the likes of which Europe has not seen since World War II. 
"Unfortunately, the losses in such a war will be measured not in the hundreds but thousands and tens of thousands," Valeriy Geletey said.
NATO membership
NATO Secretary-General Anders Fogh Rasmussen said on Monday that Ukraine's political leaders expect a new parliament to abandon the country's non-aligned status after an election next month in a possible prelude to an
application to join the military alliance.

Ukraine's former pro-Russian president Viktor Yanukovich, who was toppled in a revolution this year, had pursued non-aligned status since he took power 2010.
If Ukraine scrapped its non-alliance status after the October 26 vote, NATO would discuss with Kiev "how to move forward," Rasmussen said, but he said it was too early to say how long it might take for Ukraine to join the US-led alliance.
  • Formal Ukrainian membership in the Western military alliance would come with the full protection of a mutual defence pact with the US superpower, but negotiations to join the alliance can take years as potential members have to meet a series of political and military criteria.
"I understand that the current political leadership in Kiev envisages that the new parliament after the parliamentary election in Ukraine will change the legislation on non-alliance status," Rasmussen told a news conference in Brussels.
"We have to wait for elections, we have to wait for the legislative procedure in the new Ukrainian parliament," he said.

'Old guard'
If Ukraine's parliament passed legislation removing Ukraine's non-aligned status, Rasmussen said he said he would then expect Ukraine to raise the issue with NATO.
NATO denied Ukraine a fast track towards membership in 2008 when a previous pro-European government in Kiev tried to pursue closer ties with the alliance.
Until this government's apparent switch last week, Poroshenko, who was elected to succeed Yanokovich in June, had also said he did not back joining NATO because there was no popular support for it.
Poroshenko hopes the election will clear out many of the "old guard" who supported Yanukovich and produce a coalition able to push through vital economic and political reform after years of corrupt misrule and malpractice.

China to upgrade transport infrastructures in Tibet (will also build more airports in Tibet)

China has vowed to further promote the development of transport infrastructures in Tibet to make travels on "the roof of the world" much easier.

The Ministry of Transport (MOT) said in a guideline that China aims to expand highways in the autonomous region to 110,000 kilometers by 2020.

China plans to complete a primary network of railways by then with 1,300 kilometers of rails in operation. The country will also build more airports in Tibet.

Building roads connecting rural areas has become the policy focus. The authorities plans to make sure that by 2020, every village in Tibet has at least one road connecting with the outside.

To that end, the MOT will beef up support to the construction of transport infrastructures in Tibet and make specific plans to ensure the accomplishment of these targets.

Tibet has received about 83 billion yuan ($13 billion) in transport investment during the last 20 years.

In ancient times, it usually took months even years for people living in the country's middle and eastern regions to get to Tibet.

Although airlines, railways and expressways have made travels to Tibet much more convenient, the transport infrastructures in the autonomous region are still outdated.

"The development of transport in Tibet is crucial to China's national security and lasting prosperity in the autonomous region, " said the MOT guideline.

El nuevo aeropuerto de Berlín, una pesadilla sin fecha de apertura./Cost Explosion: Price Tag for New Berlin Airport Keeps Rising (2 video)

1. El mantenimiento de sus instalaciones cuesta al erario 35 millones de euros mensuales.
2. El coste de la obra, fijado inicialmente en 2.400 millones de euros, podría superar los 5.00.
El nuevo aeropuerto de Berlín, que deberá reemplazar a los dos que funcionan actualmente y mejorar las conexiones transatlánticas de la capital alemana, se ha convertido en una de las obras inconclusas más discutidas de Europa y continúa sin fecha de apertura a la vista.
La última reunión de su consejo de administración, celebrada esta pasada semana, no ha arrojado luz sobre el futuro de las instalaciones, cuyo mantenimiento cuesta al erario público 35 millones de euros mensuales, aunque no se espera que puedan estar operativas antes de 2015.

El aeropuerto Willy Brandt -o Berlín Brandeburgo (BER)- empezó a construirse en 2006 y era uno de los proyectos estrella del alcalde gobernador de Berlín, Klaus Wowereit, y del primer ministro del estado federado de Brandeburgo, Mathias Platzek.
En 2010 se descartó ya la fecha prevista inicialmente para la apertura -noviembre de 2011- y se fijó un nuevo calendario: el BER comenzaría a funcionar el 3 de junio de 2012.
Todo parecía preparado, se organizaba la fiesta de inauguración e incluso las compañías aéreas habían vendido billetes de aviones que aterrizarían en sus pistas, pero un día antes se conoció la noticia, que cayó como un jarro de agua fría, de que la apertura tenía que ser aplazada indefinidamente.
La razón principal era que se había detectado que la terminal no cumplía con las normas de protección contra incendios, además de otros problemas técnicos que tenían que ser resueltos.
Al desastre de planificación se agregó el hecho de que Wowereit, que estaba al frente del consejo de administración, fue informado de los problemas en el último momento, cuando sólo quedaba cancelar de manera precipitada la apertura.

Cadena de despropósitos

Suspender la inauguración obligó, además, a dar marcha atrás a los planes de un cierre inmediato de los aeropuertos de Tegel y Schönefeld, ya preparados.
La cadena de despropósitos es objeto de una comisión de investigación en Berlín y, según publican este sábado los medios locales, sus miembros tienen desde este viernes nuevos documentos en sus manos.
La policía ha registrado las oficinas que tiene en Berlín y Hamburgo el estudio del arquitecto que planificó en un primer momento las obras, Meinhdard von Gerkan, y ha hallado documentos que atestiguan que ya desde el inicio se sabía que los plazos establecidos eran imposibles de cumplir.
Tras la suspensión de la inauguración el año pasado, se fijaron nuevas fechas de apertura que también han tenido que ser aplazadas. La última era este mes de octubre, pero en enero quedó claro que las obras no habrían concluido para entonces, lo que le costó el puesto al gerente del proyecto, Rainer Schwarz.
En marzo, Hartmut Mehdorn, ex presidente de Air Berlín y de Deutsche Bahn, reemplazó a Schwarz como uno de los posibles salvadores de lo que había dejado de ser un sueño para convertirse en pesadilla.

Un tándem fallido

En agosto del año anterior los administradores del proyecto habían depositado sus esperanzas en otro fichaje, Horst Amman, contratado como director de la parte técnica, pero el tándem con Mehdorn no ha funcionado.
Amann optó por enumerar los problemas por resolver y llegó a citar 60.000 carencias que debían ser subsanadas, lo que retrasaba la posibilidad de una apertura. Mehdorn le acusó de buscar sólo problemas y no soluciones y su opinión terminó por imponerse esta pasada semana, cuando el consejo de administración del BER decidió apartar a Amann de su cargo.
Además de los gobiernos de Berlín y Brandeburgo, participa en el proyecto el Ejecutivo alemán, representado por el Ministerio de Transportes, pero su papel ha sido más bien discreto.
El coste de las obras, fijado inicialmente en 2.400 millones de euros, podría superar los 5.000 millones, según cálculos de los medios de comunicación alemanes.

  • Cost Explosion: Price Tag for New Berlin Airport Keeps Rising
The seemingly neverending story of the German capital's scandal-plagued new airport continues: The much-delayed project is expected to cost far more than previously thought. And Berlin's mayor appears to be planning a return to the airport's supervisory board.

The forthcoming Berlin Airport will cost more than its previous estimate of €4.3 billion ($5.9 billion), according to a member of the project's supervisory board.

Rainer Bretschneider told public broadcaster ZDF on Sunday that the airport, which still lacks an official opening date, may breach the €5-billion mark. He added that costly noise insulation, previously budgeted at €305 million, may ultimately cost twice that amount. 
"I still believe the airport will be able to cover its costs, but not as swiftly as thought," Bretschneider said.
Cleaning, heating and lighting the fallow airport, officially called Berlin Brandenburg Willy Brandt Airport (BER), was previously found to be costing taxpayers €20 million per month -- more than the still-operational Tegel Airport.

BER was originally slated for a 2010 opening, but a long list of problems ranging from an insufficient fire safety system to cracks in the tile floors has forced officials to postpone the opening four times. The earliest estimates place the opening at some time next year.

Wowereit Comeback?
Meanwhile Berlin's mayor, Klaus Wowereit, is eyeing a permanent return to the top post of the airport's governing body. He gave up the office to the governor of the surrounding state of Brandenburg, Matthias Platzeck, earlier this year after the airport's opening was postponed indefinitely. Wowereit stepped back into the role in August after Platzeck resigned, agreeing to lead the board until a new chair could be elected. That election was due to take place on Wednesday, but Wowereit took it off the board's agenda late last week amid doubts that he could win the support of the Brandenburg state government. Thomas Heilmann, justice senator in Berlin's city-state government and a member of the conservative Christian Democrats (CDU), is also interested in the post, according to sources in the Berlin government.
The post is now set to be filled by December, when official talks between the CDU and the center-left Social Democrats (SPD) on forming a national coalition government will presumably be concluding. Wowereit, a big name in the SPD, could then enjoy more support from his party on the national level.

US Starts Transfer of its Airbase in Kyrgyzstan. -Hagel thanked Romania for its decision to host the U.S. Aegis Ashore missile defense system.

MOSCOW, October 19 (RIA Novosti) – The United States has started the withdrawal from an airbase in Kyrgyzstan that serves as the main transit hub for NATO forces in Afghanistan, the Pentagon said in a statement on Friday.
In 2011, Kyrgyz President Almazbek Atambayev announced plans to shut the base down by 2014, when the NATO-led International Security Assistance Force (ISAF) is to be pulled out of Afghanistan.
He signed a bill ordering the closure of the base into law in June. It stipulates that US forces must abandon the base at Manas International Airport, near the capital Bishkek, by July 2014.

“The Department of Defense has begun the process of relocating from the Transit Center at Manas International Airport (TCM) and plans to complete the transfer of areas and facilities to the Government of Kyrgyzstan by July 2014,” the statement reads.“Working closely with Kyrgyzstan over the next nine months, the U.S. will manage the TCM relocation effort while continuing to support the International Security Assistance Force mission,” the Department of Defense said.
Pentagon spokesman George Little told the media that U.S. Defense Secretary Chuck Hagel and Romanian Defense Minister Mircea Dusa agreed during their meeting on Friday that US military cargo and personnel going to and from Afghanistan by air will be hauled via Romania after the closure of Manas.Secretary Hagel and Minister Dusa finalized an agreement for Romania to support logistics into and out of Afghanistan, including both personnel and cargo movement,” Little said.
  • Little said Hagel also thanked Romania for its decision to host the U.S. Aegis Ashore missile defense system due to be ready in 2015.

WASHINGTON -- The U.S. and Romania have reached an agreement to allow American troops and cargo to use the Black Sea air base of Mihail Kogalniceanu as a transport hub as they move in and out of Afghanistan.

Defense Secretary Chuck Hagel finalized the agreement in a meeting with Romania's Defense Minister Mircea Dusa on Friday. The Romania base is critical because beginning next June the U.S. will no longer be able to use the Manas Transit Center in Kyrgyzstan. Lawmakers there voted to end the agreement. That complicated matters for the U.S. as it brings thousands of troops out of Afghanistan over the next year.

Romania has also agreed to host an Aegis radar as part of the broader European missile defense system meant to protect against possible Iranian missile attacks.

  • Pentagon shifting logistics hub to Romania from Kyrgyzstan...

Finding a new location for the Afghanistan air logistics center was important because the Kyrgyz government has asked the United States to leave Manas by July 2014.

The Pentagon said on Friday it has begun shifting its Afghanistan air logistics hub to a base in Romania and will complete the transition from Manas Transit Center in Kyrgyzstan by the time its contract for that facility expires in July 2014.

The announcement of the decision to shift the operations to Forward Operating Site Mihail Kogalniceanu in eastern Romania followed a visit to the Pentagon on Friday by Romanian Defense Minister Mircea Dusa.

U.S. forces have used the site, located on the Black Sea, since 1999. An agreement between the United States and Romania in 2005 allowed Washington to use several bases, including Mihail Kogalniceanu, for training, storing equipment and deployments.

Finding a new location for the Afghanistan air logistics center was important because the Kyrgyz government has asked the United States to leave Manas by July 2014 and U.S. forces are in the midst of shipping home equipment after 12 years of war.

The Pentagon said in a statement that "the U.S. appreciates the support provided by the Kyrgyz people" to U.S. and coalition forces fighting in Afghanistan and "respects the decision of the government" to stop hosting the facility after a dozen years.

U.S. and Romanian defense ties have been growing. They include the construction of a land-based Aegis missile defense system as part of President Barack Obama's European ballistic missile defense program, which aims to protect against any weapons fired from Iran.

The Pentagon said Undersecretary of Defense for Policy James Miller would attend a groundbreaking ceremony later this month for the construction of the Aegis site.

Στο Ιράν θα κατεδαφίσουν το αεροδρόμιο, κάτω από το οποίο ανακάλυψαν πετρέλαιο/Iran to relocate airport after discovering oil

Κάτω από το αεροδρόμιο της πόλης Αχβάζ στο Ιράν ανακάλυψαν πετρέλαιο, γι’ αυτό το αεροδρόμιο θα μεταφερθεί σε άλλο μέρος, δήλωσε ο MohammedRasulnijad, διευθυντής της Ιρανικής εταιρείας αεροδρομίων.

«Το Υπουργείο Πετρελαίου του Ιράν θα αγοράσει το αεροδρόμιο της πόλης Αχβάζ, ενώ το νέο αεροδρόμιο θα κατασκευαστεί σε απόσταση 15 χλμ. από την πόλη», - είπε ο Rasulnijad.

Η Αχβάζ είναι μια πόλη στα δυτικά του Ιράν με πληθυσμό περίπου 1 εκατ. άτομα.

  • Iran to relocate airport after discovering oil under the tarmac

Iranian authorities plan to relocate the city of Ahvaz airport after discovering an oil field under the runway.
"The Iranian Oil Ministry will acquire Ahvaz airport and a new airport will be built 15 kilometres from the city," the Director of the Iranian Airports Company Mohammed Rasulnijad told Iranian television İribnews on Friday.
The Cabinet has already negotiated the relocation of the airport, Rasulnijad said. The construction of the new transport hub is due to start in the coming days.

Iran is under pressure from international sanctions, mainly over oil exports, imposed by the UN Security Council, the US and the EU in order to curb the Islamic Republic’s controversial nuclear program.
Iranian oil production fell by up to 60% this year to 1.54-1.76 million bpd from 4mn bpd, according to OPEC. However, Iran denies output was cut due to the sanctions, but due to the maintenance of the oil fields.
In response Iran threatened to block the Strait of Hormuz. The waterway accounts for more than a third of the world's seaborne oil exports from Saudi Arabia, Iran, Kuwait, Iraq, the UAE and Qatar.
